The challenges of farming fish in U.S. federal waters were the focus of a panel discussion at the SeaWeb Seafood Summit in Malta. Despite recent policy updates, U.S. aquaculture chiefs oversee an industry with high barriers for entry.

Countries seeking offshore aquaculture development must comply with requirements to prevent and control pollution. LOS articles grant coastal states the right to construct aquaculture facilities within their exclusive economic zones and ban others from construction there. 

In a comparison of tank culture and net pen farming of almaco jack, the offshore operations were about twice as efficient per kilogram of product in terms of energy use and carbon inputs.
